A real Indore morning

A retired schoolteacher in Sudama Nagar has separated her household waste into two bins every single morning for eight years. Wet in the green, dry in the blue. She hears the jingle from the end of the lane, walks out, hands it over, walks back. She has never missed a day, and she has told off more than one neighbour who has.

She is, in the most ordinary way possible, part of the reason Indore has been India's cleanest city eight years running.

One morning last winter she was standing at the gate waiting for the truck, and her scooter was parked beside her with the engine running because she was leaving straight after. She watched the exhaust drift up past the bin she was holding.

She said it took her a second to see the joke. Eight years of sorting her rubbish to the gram, standing next to a machine quietly putting its own rubbish into the air — and it had never once occurred to her to count that.

Swachh Survekshan measures solid waste — door-to-door collection, segregation, processing, sanitation, street sweeping, citizen feedback. It is a measure of what happens to rubbish on the ground.

It is not a measure of what comes out of a tailpipe. Air quality is a separate thing, driven substantially by vehicle particulates, and a city can run an outstanding waste system and still have seasonal air problems. That distinction is made routinely in analyses of these rankings, and it is the honest position.

So Indore has done the hard part. It has proved that a few million people will change a daily habit if the system supports it and the city takes pride in it. Waste got sorted. Streets got swept. The one daily habit that has not shifted is what every household's vehicle puts into the air on the way to work.

One electric scooty does not fix a city's air. Nobody should pretend otherwise, and we are not going to. But of every city in India, Indore is the one that has already demonstrated the mechanism: individual households changing one small daily behaviour, at scale, because it became the normal thing to do. That is not a marketing line — it is a description of what this city has already done once.

The financial argument

The civic argument is the interesting one. The financial one is more straightforward, and here it is unusually strong. Most Indore residents do not realise they are paying near the top of the national range.

A typical rider covers 25 to 40 km a day — Sudama Nagar to Palasia, Vijay Nagar to Rajwada, Bhawarkuan to Scheme 78. On a 110cc petrol scooter returning a realistic 40 to 48 kmpl in city traffic, that is roughly ₹60 to ₹115 a day.

MP EV policy — the honest version

What the policy says, and what it means for you

Madhya Pradesh's framework matters here for a reason specific to this city: Indore is one of five designated model EV cities under the state's policy, alongside Bhopal, Jabalpur, Gwalior and Ujjain. That carries phased adoption targets, public fleet electrification goals and charging infrastructure commitments.

Road tax relief is a taper, not a flat exemption

!First honest warning — the status needs verifying

The 2025 policy was reported as being at draft stage when first announced, the road tax provision is a tapering schedule rather than a flat exemption, and at least one national EV tracker has flagged the MP tax position as hinging on notifications around March 2026, with sources disagreeing on whether the exemption continued or lapsed. Confirm the current position on the EV Tarang portal or with the MP transport department before you pay. Do not budget around a figure from a dealer's printout.

!Second — most Omaha models sit outside all of it

They are built as slow-speed electric vehicles, which under current Motor Vehicle rules require no registration, no RC, no driving licence and no insurance formality. A vehicle that is never registered cannot claim a registration-linked subsidy — so the ₹10,000 purchase incentive is not available on these models.

No road tax at any point on any taper. No registration fee. No portal, no claim file, no capped vehicle quota, and no exposure to whether the policy is extended, revised or allowed to lapse.

So what is the trade-off actually worth here? Up to ₹10,000 in Madhya Pradesh — larger than UP's ₹5,000, smaller than Rajasthan's ₹20,000. Whether that is worth a licence, an RTO file and a claim process is genuinely your call, and it depends more on whether you hold a licence at all than on the money. Product caveat, as always: slow-speed means built for city speeds. If your routine includes the Indore–Bhopal highway, regular runs to Ujjain or Pithampur at speed, or the AB Road bypass at pace, this is the wrong vehicle and any honest dealer will tell you so.

For students and parents

Three or four years in Indore, then you leave. That changes the maths.

Indore's student population is enormous — the Bhawarkuan coaching belt, Devi Ahilya Vishwavidyalaya, IIT and IIM Indore, and dozens of colleges. A large share of first-year students, and plenty of parents buying for them, simply do not hold a licence. For that group this is not a convenience feature. It is whether they own transport or not.

Nothing to transfer when you leave

A registered vehicle needs an NOC from the Indore RTO, re-registration in your home state and road tax paid again, with a refund claim most people never complete. A slow-speed Omaha has no registration, so there is nothing to move. You take it home and keep riding.
